Fiesta 1.6 diesel limp mode only when stop at junction etc

Hi,

I've got a ford fiesta 1.6 diesel 2008. I normally travel 60 miles to work up and down the A1 without any problems. If I go into town and stop at a junction my car goes into limp mode until I stop in a lay by wait 20 seconds and restart my car. After I've done this I can stop numerous times without any problems. There was an airbag light on the dashboard which my local garage has fixed today. He said that wouldn't make the car go into limp mode and I did have the limp mode problem before the warning light came on for the airbag. The local garage has said there's no codes from the cars computer and suggested fitting the fuel filter which he's done and told me to flog it which I keep doing (3rd/4th gear 3000 revs) but I've still got the limp mode issue. 

 

I don't really want to take it to my local dealership re the cost but fear I may have to.

Are there any diagnostic scanners you would recommend that would do a more thorough test than the garage?

 

Anyone got any ideas because my local garage seems at a loss?
